I think Jane is correct.  The only information I have is about one species:  tomatoes.

In 2005, Patrina Nuske-Small in Australia and Craig LeHoullier in the U.S.A. began hybridizing dwarf tomatoes and sharing seeds so they could advance faster by growing in both hemispheres.  They and other growers have developed over 100 new varieties.

In 2013 Australia clamped down on seed imports and required thousands of seeds for testing.  Patrina and Craig did not have thousands of seeds, so the cross-hemisphere sharing stopped and the project now continues separately.
