I was treated very well by the APHIS folks in ATL two years ago when I had a few bulbs that were not listed on my permit application.  She said she'd let it slide because none were on CITES or other no-no lists, but told me to add those genera to my permit going forward.   Whether or not that was because a different administration was in power, who knows?  More likely, some folks will go the extra mile and some will be jerks, as it is in every workplace.  But remember that no bureaucrat ever got in trouble for saying no.
Sadly, procedures reflect thousands of pages of opaque laws, rules, and regulations, and it's easier to tell you that you did something wrong than to explain everything you need to do so you can do it right in the first place.  It will get worse before it gets better.  Just for one example, hidden in the thousands of pages of the latest spending boondoggle is a little line or two that would wreak havoc on the pet industry.  As if some kid's bearded dragon is Godzilla in disguise.  Meanwhile, thousands of tons of cocaine manage to make it into Fortress America.  Maybe we should hide seeds in drug shipments.
If you want Washington to do everything for you, Washington will end up doing everything to you.  Bureaucrats can only abuse power that the citizens gave them in the first place.
