In that scenario, the phrase "small lots of seed" does not apply; a phytosanitary certificate issued by the exporter's country is required. It's difficult to see how such an enterprise involving selling seeds at a lower price (wholesale) and having to deal with the additional requirements would be more practical than creating a website like Seeds of Peace (https://seedsofpeace.info/ ) or the email lists sent out by a number of seed collectors.
