importing bulbs

They could have a featured page (catalog and web) promoting you, your story, and the unique things you collect.  They would package and sell the seeds through their existing infrastructure.

There was absolutely nothing in what Mr. Silinsky wrote which suggested he was interested in exporting large quantities of seeds. 
He did, after all, use the phrase "importing seed in small quantities to the US" in his email. 

So what Mr. Silinsky should do is publish a seed list on a website, or have interested parties send an email to him for a list, and then PBS members who have a valid Small Lots of Seed import permit could order from him.
