I have used CoolrunnerAluminum plant tags for years. It’s a double sided tag that you write on with a pen and the name becomes engraved on the tag. It can’t be erased or fade or anything like that. There is a small wire that goes into the 2 holes on the tag and affixed to the plant with a simple twist. Or it can be stuck into the soil without the wire. Amazon offers them for $8.99/50 tags. $13.99 for 100. 200 for $22.99. 
They are basically permanent.
