How does this happen, why does it happen, and what even is this?

Not sure what it is.
Many bulb reproduce via under ground growths know as stolons or adventitious roots.

The root forms a bulblet at the end of the root and eventually grows a new plant.

It may take more than one season for above ground growth to appear.
