PBS web services are down

Over the years, members have posed the question
"Do we still need this dinosaur-era list-serve?"

It looks like the answer is, emphatically, YES!

Hi,

I've turned off the PBS web server, this is because it is being overwhelmed
by unwanted page requests.

Whether it is an organised denial of service attack or just AI bots with an
unhealthy interest in bulbs I do not know.

There are common suggestions, like Apache mod_evasive but they don't appear
to work with the particular form of attack.

I expect we will try to think of a solution. Suggestions?
