In the most recent club order we used a freight broker instead of DHL, and they took care of customs, etc., and added that to our bill. In our case it was $1000 or so. So in your case, it all depends on how it came in. If by Air Mail, perhaps the customs would be treated like Postage Due and collected by the mailman before handing the package to you. If a private carrier is involved, then I'd go to their tracking site, stick in your waybill number, and it should say something if it is being held pending payment of customs. It sounds like for small items, the carrier will just get it from you on delivery. I believe the old rules had an exemption for shipments less than $800 and this minimum has been eliminated. But practically speaking, for a small order for which the duty is a few bucks or less it seems it would cost them more that it's worth. You might try the ITC web site, where they list all the product categories. There is probably some info there on some of these details, but it might be hard to find. Hope this helps.
