I'm speaking only for myself, but the "one person" who doesn't want to see non-bulb seeds might simply look the other way. How is that person hurt by the presence of non-bulb seeds on the list??? You clearly cannot keep everyone happy under these conditions, so don't bother.
Aroids are tubers and not bulbs. Many irids are rhizomes and not bulbs. Should we banish these large classes of plants from the party? Surely having a bigger tent is better than having a smaller one. When each BX or SX list comes out, I quickly scan the list to see if there is something I want. If there isn't anything I want, I get back to other things. How am I harmed by seeing things I don't want, whether they are true bulbs or not?
In fairness, we shouldn't burden our SX coordinator with marigold seeds, to take an extreme example. But some of my favorite botanical oddities are not true bulbs at all, but nevertheless came to me from other PBS members. It seems counter-productive to me to arbitrarily stifle such interactions, which are a big driver of the real value of PBS membership. After all, we don't have meetings, so running the exchanges is the real draw! I don't think we should be rigidly doctrinaire on this point.

I have a solution to propose; our forum. We have an off topic area.
Published lists will have only the bulb seed, and if available, anything
else would require an extra step to capitalize on combined shipping.
This will keep the official list pure, and (possibly) everyone happy with
their options.
