clorox (and KMnO4)

In my decades of commercial cutting production, disinfesting dips were done
after cutting preparation just prior to hormone treatment. Bleach has a very
short half-life once in contact with debris (dirt), so we used Zerotol, a
hydrogen peroxide (I think it has three oxygen by memory.)

If you use rooting hormone, I assume you disinfect with chlorox first - but
then do you cut the end before treating it with hormone?
