L. radiata hardiness

Hi Jim Shields, and Gang,

Does anyone know if L. radiata needs a bit of winter chill to bloom?  The 
sure bloom heavily here in zone 9a, but I'm going to send a few to an email 
gardening friend in a tropical climate.  I doubt they will ever experience anything 
below 40-50 F.
