Thin Stemmed Tulips

My sister grows Tulips, down in North Carolina, and this year she says the stems are not strong enough to hold them up.  My guess is that she replaces them every 3 years or so.  I hate to admit not knowing the answer to her but I am not sure why this would happen unless there was some mineral deficiency, or a frost that destroyed the stem, or ???  Any theories and is this deja vu for anyone else?  I have never, never had this problem.
