Well, as I read it, in both the Russian and English text, it refers to a specified area, outside of the Apsheron district (I read the Google  "clearing"  as  outside of the  bounds of  ) .    The preposition My Russian isn't good but I did pass a doctoral level language exam in it some 40 years ago.   Maybe someone else is fluent.  The krote tovo clearly  demarcates another area and set of locations, more generally  specified.
