I've found Convulvulus sabatius (sometimes sold as C. mauritanicus) useful.
 Here it is just cold enough that sometimes it dies back a little in
winter, either way it is loose enough that bulbs can grow through it and it
requires little water in summer.  I also use the former Zauschneria,  For
tall growing bulbs I also use low growing dianthus varieties.
