Can bulbs be mailed in bubble mailers?

For the seeds I've mailed out this year, multiple local post offices have
given me a confusing set of rules - envelopes under 1/4" thick send with a ~
$1.00 nonmachineable stamp, but any envelopes over 1/4" thick are charged
package rates. I use two or three layers of the thin foam packaging that
comes on flat-pack furniture and such. I haven't gotten any complaints
about crushed seeds (mostly milkweeds); hopefully I don't hear any bad news
in the spring!

-joe in SW VA where nighttime temps tonight are forecast to be 35°F below
average and all the pots of seedlings I had considered bringing inside are
frozen to my nursery tables.
