Can bulbs be mailed in bubble mailers?

Under 1/4" requires a real person such as a window clerk or a Mailhandler to separate it.  If it is dropped into a mail slot and not picked up on the thick pile of letters on the belt it may not be mechanically separated because it can slide under the rollers that kick any thicker items out.  So taking them to the window is a good idea.
