By default APHIS sends you a PDF of the labels, 4 to a page. When you request your permit you can request a number of labels. I just email the permit and pdf of the label and tell the exchange / vender to use label # what ever has not been used before. If a label gets reused APHIS will give you a call and request a new label in order to release the seeds to you.
