Mail travel time

 The story I got was that this only applies to incoming Air Mail because every country agrees to handle the delivery of mail from other countries, but something coming by private carrier isn't covered by that treaty.  I had a half hour to get a UPS label made and email down there in hopes they could get it out that Fri afternoon.  Instead it ended up not going out of ATL until Monday anyway.
The Feds have various ways of harassing you for not using the mail.  If you file a Patent Application by Express Mail, it is considered filed when you hand it to the postal clerk.  But file it by UPS or FedEx and it is only filed when the PTO receives it.  Bureaucrats always hate more efficient competitors from the private sector.

 APHIS within the US is supposed to forward all mail and packages without charge. There should be no need for additional postage. This has been my experience, so if you're having to pay extra to have APHIS mail the package on from inspection, there's something wrong and you need to contact them at the email a member just sent to the List.
