A Bad Experience, A Warning, And A Request

 We have had several postings on the subject of importing processes and the APHIS process.  The shipment arrives at APHIS and is inspected.  Then, domestic shipment from APHIS to your door is done by a domestic carrier UNLESS the shipment came in via International Air Mail, in which case the USPS delivers it under an international convention regarding Air Mail.  Shippers in South Africa don't use their mail because it is completely unreliable (which is where our mail seems to be heading) so they ship by private carrier.  SA Bulb recommends DHL, for example.
So it would appear that Aramex handed it off to UPS for local delivery within the US.  I'm not a lawyer, but based on the information above you have presented no evidence to support your assertion that laws were broken.  You state that you made a "large seed order" under a small seed lots permit.  Did you break the law???
Calling on the members of PBS to boycott UPS because of this incident is like asking us to boycott McDonalds because your Egg McMuffin was cold this morning.  Better advice might be to exercise caution when dealing with small players in South Africa.  Just my opinion.
