When a parcel bearing a permit label reaches customs, it is forwarded by 
customs' own carrier to the PPQ station on the label. This package NEVER 
reached PPQ.

The ONLY ways that could happen is if the label were removed

WHICH IS ILLEGAL, or if customs were bypassed WHICH is ILLEGAL.

Customs DOES NOT impose ANY import duty on small lots of seed for 
planting. When UPS invented a bogus $.01 customs charge so that they 
could charge $82 in Bogus brokerage fees, that is both fraud and 
extortion. [Charging large sums of money to return something that the 
extortionist shouldn't have]
