You state that you made a "large seed order" under a small seed lots permit. This package NEVER reached PPQ. The ONLY ways that could happen is if the label were removed WHICH IS ILLEGAL, or if customs were bypassed WHICH is ILLEGAL. Customs DOES NOT impose ANY import duty on small lots of seed for planting. When UPS invented a bogus $.01 customs charge so that they could charge $82 in Bogus brokerage fees, that is both fraud and extortion.
