I have painted plastic flower pots, and can recommend the following: 1. Wiping acetone on the outer surface to make sure it is clean. 2. Paint with a plastic primer. Spray seems to be the only available option, and some sort of spray booth definitely helps. 3. Paint over the primer with light gray or white paint. I brushed on a durable paint. Painted pots hold the paint well for more than a decade, and counting.
