When I want to sterilize my promix before sowing or transplanting things that are small and sensitive, I get it wet and microwave it until it's steaming.  That pretty much kills everything.  A lot of my sowings are in small disposable leftover containers, so you can leave the lid on while nuking it and then after it cools, open the container, add the plant material, and close it back up.
One or two small "tupperware" things takes 2 minutes, just like a cup of tea.
