I have been buying some heavy plastic labels, I usually use a #1 soft
pencil as it seems to write on the plastic better than a #2, you just have
to sharpen it more often or your lettering becomes hard to read. In the
garden, when I had one (currently confined to pots) I usually stuck them
with only about 1 cm showing, if they are stepped on it just drives them
into the ground. It helps to follow a general rule as to where in the
planting to place it so you have a better chance of finding it should you
step on it.
