Could this be scilla peruviana?

On the wiki we kept the names that were not accepted including Scilla 
peruviana as Martin mentioned. We have a page for it:

The leaves in my garden are all up and some buds have formed in the 
bottom of the leaves as well. It sometimes flowers in March or early 
April in coastal Northern California, but with all the rain we've been 
getting I think it will be later this year.
