 We are getting into this right now in our group order.  Short answer:  live plants are not subject to duties as long as they are properly identified as live plants on the comm'l invoice.  Other than special cases like China, right now there is a 10% min reciprocal tariff, which is what we just paid.  Possible higher rates were put on hold for 90 days.
Assuming you have a permit, I'd ask the nursery how they plan to ship and how the tariff will be paid.  Perhaps they can pre-pay somehow.  In our case, using DHL, when it got to Customs, DHL notified us of the fees due and I paid with my card.  It will be released in due course and trundle onward to APHIS in New Jersey for inspection.  No idea how that would work if it's coming by Air Mail, but again, the shipper should know, as should the logistics company if it isn't coming by mail
