Maybe stronger light is needed. Do you have anywhere you can put it outside in full sun for the summer? I don’t think you need a larger pot, but maybe you need a different clone. The ‘Early Riser’ clone sold by Plant Delights has flowered very reliably for me in a 4” diameter pot. It summers outdoors in bright sun and is stored bone dry in winter.
