That's interesting. When I grow leeks from seed sown in situ, they never flower the first year and are ready to harvest the next spring. One year, however, I bought "starts," or seedlings grown about 10 cm tall and bundled to ship bare-root. All of them bolted the first year -- what a waste of time and money!
